This concept idea would most probably have been developed into a 10-pager starring Donald Duck.

The main plot is that of Donald competing against Gladstone to see who can make the best painting for a competition. Donald makes a painting of a nearby quarry and bribes the judges to vote for a painting of the quarry. By some strange coincidence Gladstone happens to have painted the same motif and he wins the prize.
