Barks was invited by the Lord Mayor of Paris, Jacques Chirac (who was to become President of France a year later), and his first deputy to the City Hall, where he was to be named Honourary Citizen in Paris and to receive the highest decoration of the city: La Grande Médaille de Vermeil de la Ville de Paris (The Vermilion Medal for the City of Paris).
The event was held at Hôtel de Ville de Paris (the Paris City Hall) in a huge lounge covered in tapestries and a large series of mirrors. Barks listened to a speech held by the first deputy, and after a verbal translation he joined in a small reception.

 

 

THE MEDAL

The decoration is a bronze medal, 49 mms in diameter, and carries the phrase Fluctuat Nec Mergitur. It translates from Latin into saying 'Tossed by the Waves, but not Sunk'. The phrase is the motto of Paris - and also present in the city's coat of arms - and the medal depicts a ship floating on a rough sea. Both motto and city arms have their origins in the River Seine's boatsmen's corporation which ruled the city's trade and commerce as early as the Roman era.
